LV Wei, GAO Fei:Urbanization, Citizenization and Urban-rural Income Gap——Comparison and Selection of Citizenization Measures Under “Double Dual Structure”

AbstractUrban-rural income gap in China is strongly related to its typical double dual structure, which means it is related not only to income gap caused by urban-rural dual structure, but also to the public service gap caused by household registration system.Therefore, it is necessary to conduct a holistic and systematic investigation of urbanization, citizenization and urban-rural income gap as a whole with the aim to crack the influence of double dual structure on urban-rural income gap by choosing proper citizenization measures. In general, citizenization measures fall into two categories; one is to expand the ratio of household registration; the second is to reduce the gap of public service between citizens of different household registration types. This article concludes that: urbanization contributes to narrow the urban-rural income gap; influence of citizenization on urban-rural income gap varies with different policies; expanding household registration widens the urban-rural income gap; narrowing the gap of public service contributes to narrowing the urban-rural income gap. However, two types of citizenization measures both propel urbanization, therefore indirectly narrow the urban-rural income gap. By comparing the influence paths of two urbanization policies on urban-rural income gap, this article concludes that it is necessary to adjust urbanization polices, and based on which put forward to relevant suggestions on policies.
