Abstract：The social welfare is not only one of the basic public services provided by the government, but also one of the basic ways in which the whole people share the fruits of economic development. There are a wide variety of social welfare projects in China, but there are a lot of people that are not actually incorporated into the social welfare system coverage, or enjoy the welfare level that cannot meet their basic needs. Therefore, it is necessary to review the social welfare system, to introduce the “population dimensions” and the reference frame of the horizontal comparison, to emphasize finance capital configuration and use, to manage "the comprehensive construction of Social Welfare System to cover all types of people”.
