XIA Jiechang is a professor and doctor of economics. He is now the director of the department of DSER, IFTE, CASS, and deputy director of the Tax Research Center in CASS and a tutor of PhD. Xia is the leader of CASS’s key subject—service economics. The main direction of his research is the service economics and fiscal policy. His works include Fiscal Policy Against Unemployment, High-tech and Modern Service Industries’ Integration and Development Research, Service Economy, Greeting the Era of Service Economy, Construction of The Credit Environment and The Development of Modern Service Industry. Xia has published more than 100 papers, which have won many provincial and ministerial awards, in top academic journals like Economic Research, Management World and so on. Xia has presided over ten important research works like "China's modern service industry development strategy" of National Social Science and "Planning for Service Industry in China" of the National Development and Reform Commission. He has also presided and prepared for the service industry’s planning work of cities like Harbin, Haikou, and so on.
