QI Shouyin：Constructing Public Economic Theory System Serving for the Modernization of State Governance

Abstract：Public sector economy, which has a very close inner relationship with state governance, plays an important and vital role in state governance.The quality and performance of public sector economy in various countries fundamentally decide the success and failure of global competition.To effectively realize the modernization of state governance, we need to pay more attention to the public sector economy, the research of the public economic laws and methods, and the application of public economic theory as well.But in China, public economic theories are generally borrowed from the western countries, and they lack the power of explanation, prediction and solving problems to real public economic issues.So there is a need to construct a new public economic theory through systematic innovation to serve the modernization of state governance practice.The basic directions of the innovation are to make public economic theory more practical, independent and scientific, and to form a Chinese-style and Marxism-oriented public economic theory system.The innovation will be reflected from six main aspects.Meanwhile, essential conditions should be provided so as to help public economic theory system to fully function.
