Abstract As an important branch of electronic commerce, cross-border e-commerce has become an important means for enterprises to carry out international trade, and the force of driving the steady growth of foreign trade and structure adjustment in China.In order to investigate the development of cross-border e-commerce in China, this paper sets up the application evaluation index according to the process of cross-border e-commerce and designs the corresponding questionnaires.Under the guidance of the Ministry of Commerce of China, a large-scale questionnaire survey has been conducted on foreign trade enterprises through the Canton fair and the China (Shanghai) International Technology Fair.Then the author modifies the index by factor analysis method to get a two-level index system with weight.According to the research, it is concluded that five factors have important influence on cross-border e-commerce's development, and this paper adopts the questionnaire survey data for applied analysis to find out the status and problems of cross-border e-commerce in China.Some corresponding policy recommendations are provided based on the analysis results.
