LI Li:The Impact of Low Carbon Economy on International Trade Rules and China's Response

Abstract  Fighting against climate change and the transition to a low carbon economy will bring great impact on trade rules, while the development of international trade rules will influence the world trade inversely.WTO has treated the climate change and low carbon development as one of important task and work on it in the negotiations of trade and environment, agriculture and non-agriculture products.This topic has also got involved in more and more regional trade agreements.The international non-governmental entities, private entities and enterprises develop some standards and initiatives which help the form of low carbon related trade rules worldwide.In this situation, China should learn the competition situation of low carbon rules, participate in the WTO Doha Round Negotiation, especially the negotiation of environmental products lists, pay close attention to the development trend of low carbon rules in regional and bilateral trade negotiations, and take an active part in the development of international standards and non-official standards so as to develop good rule environment for China's foreign trade.
