ZHANG Qingyong:A Century of Housing Policy in China: Retrospect and Outlook

Abstract:This paper investigates the history of housing policy in China in the past 100 years. We find that, the government of the Republic of China formulated a series of housing policies to address housing shortage, but had limited effect. The welfare housing system set up after 1949 provided urban residents basic living space, but led to serious housing shortage. The early ages of housing reform since 1979 introduced a series of new housing policies, but did not transform traditional housing system. After the massive housing reform in 1998, government policies toward housing relief were not well conducted until 2007. After that the housing policy system improves gradually. These findings may be used as a reference for policy-making in solving current housing problems.
