SONG Ze:On the Main Direction of Comprehensively Deepening Reform

Abstract: Different groups of vested interests certainly have various perspectives about reform and make diverse claims. However, distinctions cannot be seen as barriers to reach consensus. These groups of vested interests are usually intertwined together, so they need to be teased out. It should be noted that not all groups of vested interests have fixed status and are legitimately unshakable. We cannot try to strike an indiscriminate balance among them. The beneficiaries who prosper through illegal means need to be cracked down upon with no reconciliation as a second option. The “Decision on Major Issues Concerning Comprehensively Deepening Reform” issued after the Third Plenary Session of the 18th CPC Central Committee has made a number of new interpretations about how to deepen the reform. It has clarified the crux and pointed out two major directions for the following reform—“getting rid of the problems of the current systems and mechanisms,” and “breaking through the fences of vested interests.” In order to keep a sober mind and reach the widest consensus while holding on the main direction, the top priority should be put on how to distinguish the “market-incurred inequality” and the “system-incurred inequality.” Reformers can never underestimate the difficulty and resistance of eliminating the “system-incurred inequality.” They need to be fully determined and prepared to organize their efforts step by step.
