Abstract: For the reason that there are no any substantively fundamental changes of the way and method, system and mechanism for structural adjustment, our country has paid a heavy price for it and suffered the loss of efficiency – fair. In the long term, our county will suffer much more. The sad lessons has demonstrated that it is impossible and unnecessary for the government to directly adjust the structure, we must launch the marketization reform of the way of economic restructuring. So that, we must change the “baby sitter mind” and thinking inertia of arranged style, earnestly change the adjustment by executive order to the adjustment by market signal, change the top-down way of stock restructuring to the bottom-up way, change the executive council to business meeting, change the “council adjustment”, “file adjustment” and “approval adjustment” to “market order adjustment”, “legal environment adjustment”,” service industry mechanism adjustment”, in order to set up the structural configuration of the resource stock on the basis of market-oriented rate mechanism , the interest rate mechanism , the exchange rate mechanism , the price mechanism , order mechanism and ousted-exit mechanism.
