LI Chunding,SHI Xiaojun, etc: Antidumping Promotes Productivity: Chinese Evidence and Explanation

Abstract: After theoretically analyzing initiative antidumping’s succoring effect on productivity and improving Zigic’s (2000)north-south trade model, this paper use firms’ summed industry panel data from 1998 to 2009 to test productivity effects of China’s initiative antidumping measures via dynamic panel GMM method. The results reveal that antidumping measures significantly improve industrial productivity. Further analysis by productivity decomposition reveals that antidumping promotes China’s productivity by means of improving technological efficiency, which in turn is driven by upgrade of pure technological efficiency. Our conclusions differ from those drawn by developed countries nowadays that initiative antidumping would decrease domestic productivity. Reasonable explanation shave been given for the empirical result from various aspects within China’s background, which would shed light upon the antidumping’s productivity-promoting mechanism. We suggest that the government should further construct Chinese antidumping initiation and measuring mechanism, encourage industry upgrade and technology innovation.
