Abstract:This paper makes an exploration of the issue regarding how to choose the overall breakthrough point of China’s new round of reform. Firstly, this paper looks back on how to choose and determine the breakthrough point for the past four rounds of reform during the last 30 years and more. Analysis shows that the determinations of the breakthrough point for the previous four rounds of reform were all based on the understanding of the basic social contradiction and on the identification of the stage where the reform was in. On that basis, this paper proposes that in the current new round of reform, we should take the strengthening of the construction of legal systems as the breakthrough point, which is based on the new understanding of the basic social contradiction and on the identification of the new stage where the reform is in. Finally, this paper makes a further analysis, taking a prominent problem as an illustration in China’s reality—rampant fake commodities and inferior goods and endless crimes in food safety.
