Cape Town:a Inclusive and Fashionable Rainbow City of South Africa[World Model Cities for Leisure Development, Song Rui (ed), Social Sciences Academic Press (China), 2012]

This city is located on a narrow strip to the north of Cape of Good Hope where the Indian Ocean and the Atlantic Ocean meet. Although it is in Africa, it boasts various kinds of European cultures. And in spite of the fact that its economy is not quite strong with its per capita GDP less than $10,000, it is a good place both for living and traveling with both residents and tourists enjoying themselves. This is Cape Town, “city of rainbow” in South Africa which is inclusive and fashionable.

According to this research, the leisure development index of the city is 0.177, with economic index for leisure development being 0.019, the environment index for leisure development 0.192 and leisure administration index 0.319.

Cape Town has four distinct seasons; the strong wind nicknamed as the “Cape Doctor” by local residents blowing from southeast brings fresh air to the city. The pleasant natural environment and a multitude of diversified cultures all contribute to its glamour. The following are the experiences on leisure development of Cape Town that could be shared by other cities of the same kind.

First, it bears qualities of openness and inclusiveness. 20 years ago, South Africa was given the name “the nation of rainbow” by Nelson Mandela and the legislation capital of the country Cape Town is the city that best embodies this feature of the country. Ever since its foundation and going through the domination of various European countries, Cape Town has received a unique culture from every stage of its history. Its unique features derive from highly blended cultures and all the differences have finally been assimilated into a part of its culture. It is this openness and inclusiveness that enables everyone in the city to enjoy their lives as well as leisure activities.

Thirdly, it provides a great variety of cultural leisure activities for its residents to intensify their feeling of happiness. The sports and recreation government sectors of Cape Town hold activities for citizens of different age groups regularly. The activities are usually organized by related agencies under the leadership and coordination of the government. Held on a seasonal or annual basis, the activities are designed in a way that fully utilizes the different functional regions of the city and makes full use of urban landscapes, which not only adds to the fascination of the activities but also intensifies sense of belonging and integration of local residents.

Fourthly, a comprehensive system of tourist information services, and constantly improved transportation facilities and service could better satisfy the needs of the tourists.

Fifthly, driven by leisure activities of citizens and the consumption activities of tourists, Cape Town has a well developed leisure industry. Apart from travel, there are a rich variety of outdoor activities, colorful night life and various kinds of activities for entertainment. The catering industry fully embodies the city’s unique features of cultural variety and coastal position; the exhibition and conference industry is gaining momentum; its fashion industry enjoys equal popularity with that in Paris, Milan and New York. Renowned as the “Hollywood of South Africa”, Cape Town is also quite influential in film and television industry as well as the tourism derived from it.

Lastly, the city makes use of mega event to promote leisure development. The design shows and exhibitions that are celebrated internationally, the world economic forum, Cape Town Jazz Music Festival and 2010 World Cup have offered excellent opportunities for the city to improve its infrastructure and to lay a solid foundation for leisure development.
