Dubai：A Newly Emerging Perfection-Pursuing City[World Model Cities for Leisure Development, Song Rui (ed), Social Sciences Academic Press (China), 2012]

In this city, you could see desert as well as seawater; here modernity and tradition coexist harmoniously, so do luxury and simplicity; you will find astonishing hotels, indoor skiing sites, shopping malls and feel strong Arabic flavor. It is the newly emerging perfection-pursuing city in leisure development, Dubai.

Our research shows the leisure development index is 0.442, with economic index for leisure development being 0.475, environmental index for leisure development 0.310 and administrative index for leisure development 0.540.

Dubai was just a small port city near the desert 30 years ago. Supported by petrodollars, pushed by effective governmental plans and driven by the mentality to pursue perfection, Dubai makes itself a new city near desert—a miracle that has drawn the attention from the globe. Although the development patterns and concrete approaches might not be able to be shared by other cities and its sustainability is still a matter of concern, its foresight and creativity could serve as excellent reference for other cities. The following are the qualities and experiences drawn from Dubai’s practices.

Firstly, the city has improved its natural environment although its natural conditions are unfavorable. Situated near the desert under tropical climate, Dubai has invested huge amount of capital in urban greening, with the green area covering 70% of the land area. Meanwhile, great input has been made for the improvement of air quality.

Secondly, the foresightful plans formulated by the government have been implemented effectively, forcefully prompting industrial adjustment. Ever since the 1960s when oil was detected, Dubai has initiated the construction of a diversified industrial system at the very beginning of its road to prosperity. The government has been quite forward looking in its carefully formulated plans for the development of shipping and trade as well as tourism, financial industry and logistics. Consequently, leisure industry gradually gains more important role in social and economic development and by relying on other industries, it’s spreading its influence.

Thirdly, proceeding from the mentality to pursue the very best in the world, Dubai created an ultimately fantastic urban leisure pattern and various landmark attractions: from artificial island in the sea to the most expensive seven-star hotel in the world, from the highest skyscrapers in the world to the most advanced indoor skiing site and so on. Dubai has magnified ordinary catering and recreational activities to such grand causes that amaze the world. This pursuit for perfection and excellence impresses the whole world.

Through investments and relying on science and technologies, the city improves its infrastructure and expands public space for leisure activities. Besides a number of unparalleled huge leisure facilities, Dubai has expanded its leisure space by reclaiming land from the sea and reforming the land and other ways. Huge sum of investment has been made to bring in the most advanced science and technology, constantly improving the infrastructure and benefiting the leisure.

Lastly, the city has constructed an all-round leisure industry system. Since the 1990s, Dubai has been making great efforts to prompt the development of exhibition and conference industry, shopping, recreation, festivals and celebrations in the following seven aspects: human resource cultivation, efficiency improvement, sci-tech development and innovation, policy and institutional support, and law supervision. All these efforts contribute to making Dubai a tourist and leisure centre of global influence.
